About CLM Project

Their interest in Malaria, HIV and TB, The Global Fund to Fight AIDS funds CLM activities within its Resilient and Sustainable Systems for Health (RSSH) grants, which also include community systems strengthening (CSS).  In Northern Uganda TASO is the prime recipient of CLM funds from the Global Fund. TASO does not implement the activities directly but sub-grants through MUHJU that in turn oversees implementation and compliance by community-based organisations like CoWF.

Community-Led Monitoring (CLM) is a Health Systems Strengthening approach that is funded by the Global Fund where community members play the central role of gathering, analyzing, and using data to identify challenges and track progress in access, quality, and impact of health programs. 

In summary the community members are
1) identified and trained as Health service delivery monitors;
2) they collect agreed upon data of poorly performing services being delivered at designated health facilities;
3) Health monitors analyse the data to provide information on the extent of poorly performing health services;
4) health monitors convene meeting with stakeholders and agree on remedial actions to be taken; and
5) health monitors continue to follow up on agreed upon actions and if necessary run advocacy activities to effect the needed change.

Our Role in the CLM Project

Children of the world Foundation will facilitate the process of CLM in 4 health Center IIIs in Kitgum.
We will
1) Facilitate community Dialogues to create awareness on the CLM model and its agenda,
2) identify health Facility Service delivery monitors for training,
3) support their orientation and training on their roles and responsibilities;
4) We will work with the district bio-statistician to analyse and report the status of health services in the targeted health facilities, including dissemination of findings and
5) continue to work with the monitors to monitor service delivery in the targeted health facilities.
